Provisional Car licence at 16
Discussion
My son is disabled and will be 16 in September.
The DSS say he can obtain a provisional licence at 16 rather than 17 and commence driving lessons in a car at 16, as he receives disability living allowance.
Anyone ever heard of this before? I know he could ride a moped but we are talking about a car.
I admit I never have.
But frankly the idea of him driving a car at 16 even with an instructor gives me worries. I guess if it is true, it is to allow him longer to take lessons before his test.
Any one with a better knowledge of licensing care to comment?

It's on the direct.gov site --sorry link is a bit big

Group B/B1
*Age 16 if you are currently getting Disability Living Allowance at the higher rate (mobility component)

I think he can.. but he cannot sit test until aged 17 years. Ist a bit like the current idea to allow the kids to drive but not take test until 18 years .. which ist the case in a few but not all EU neighbours.

If you think he will be safe und sound .. then there should be no question und he should have your support - if he want to learn to drive yet.
If you think he will not cope.. then hold off und let him prove to you he ist capable. Ist an incentive.
My Papa made me prove I had decent road sense und knowledge of a car's "anatomy" und "general internal combustion engine functions" before he would fund lessons und be "brave" enough to have teaching drive with me. I have to say my Papa was a strict teacher und make policeman as "back seat driver" seem like a very tame cuddly pet kitten

Actually I might ask for a quote for him to drive it, as a learner at 16. Might be good for a laugh. I've got some L plates around somewhere....
Do you mind me asking if you will need to modify the car in any way to enable him to drive it?
A friend of mine who has been disabled from birth started to learn at 16 as he needed extra time to familiarise himself with hand controls rather than foot controls.
It's also worth noting that he went away to a specialist disabled driver training course every weekend for about 10 months! This has made him the best driver i have ever seen. He drove a few cheap cars to build up NCB and now has a fully modified 911 Turbo! He has never crashed, or been crashed into in 7 years of driving.
Not sure what the place was called, i'll call him tonight and see if he has any details.
yes he can start learning at 16. he can also use his allowance to obtain a brand spanking new car through the charity Motability www.motability.co.uk/

Some good website links there. A word of warning, mind... Be very careful not to use motability money on a car if the figures don't stack up. My grandmother signed 3 year motability deal, when she could have done a finance deal on the same car for considerably less. (Taking into account a small deposit, of course).
He can take his test age 16 - just being able to learn would give him no benefit of that extra year, and Motability will lease him a car but only one up to a certain insurance group (8 iirc) unless he needs something else thats more suitable for his mobility needs and in a slightly higher insurance bracket.
Good luck.

That is something I never knew. It's nice to see something useful in the regulations in this country. It gives the disabled person more freedom sooner. I'm all for it.
Anyone know when this law was created? and by whom?

Well he is autistic, and in no way physically disabled ( he is one of the top athletes in the UK for his age - and gets no allowance made for his disability.)
He only gets the mobility allowance at a lower rate at the moment, but who knows he may be uprated on re- assessment.
Because he is huge ( nearly 23 stone, 6'5 aged 15) he is going to be limited in his choice of car when he is older.
That is one of the reasons I bought a 944 - plenty of room - but I think he wants a van !

I think he will be pedantic then over safety if taught sympathetically und correctly. There are a few issues as to how he deal with "unexpected".
I suspect he ist a big boy by virtue of some of his medication . but I guess .. it depend on what he ist prescribed ... und each company has a modification on the product.
I am sure he will be OK with correct tuition und on-going treatment.
I wish him und you very much heart felt supports und best wishes.

I've got one of those. An ASPIE.
my son is very athletic also. He is seriously into downhill mountain biking.
currently gets low rate mobility.
middle rate care.

Yep, same here.
His discus coach said to me ( without knowing about his condition)
' Frankly I think the best throwers are a bit autistic'
Then I told him!
You certainly have to be obsessional to succeed in his events. Also it is him versus the tape measure. No Communication skills needed.
Good luck with the biking!
