runners and riders, winners and losers
Discussion
I've been contemplating this recently re scamera partnerships
who are the runners and riders?................
the SCP
the police
insurance companies
the motorist
the companies supplying the enforecement equipment - cameras, lasers etc
the government
any more chaps?................
and who are the winners and losers?.................
The government...
they don't seem to make too much out of them. Millions maybe, but then again how big is Simon Cowell's tax bill? and those like him. So millions sound a lot but in the big picture, not really.
The police...
When then police pull someone for speeding, they generally deserve it. Also pulling people in a policecar isn't very cost effective. You have to see them, measure them, catch them, pull em over, sit in the car, fill in paperwork, drive back to where you were and do it all again. Bit tedious and not much reward financially. Better to work on overtime for a SCP and have a nice quiet day in a van on time and a half. Sorts the mortgage/school fees/the holiday the wife wants/new car etc. No shortage of overtime either as the SCP are very flush. Only works until civvies man the vans however then plod is too expensive. The police do however get the sh*t end of the PR stick as most public see the police and SCP's as the same thing. They are police headed NIP's so why shouldn't they!
The SCP...
relative to the local councils and other parts of the authority they are the rich brother. Huge income, plenty of 'running costs' to spend it on. Listed buildings, quarry tiled floors, air conditioning, private parking spots for the management, plus posh drink coolers, solid ash desks etc. plus more cameras of course.
Insurance companies...
well, they do quite well. you can justify increasing premiums using the points system on drivers that are actually safe. So, more income for no increase in risk - which when you think about it, should actually lower premiums for everyone else, but in reality goes to the shareholder.
The equipment suppliers...
They do the best of the lot. Premium prices for their equipment, and a fantastic oportunity to make a fortune from government policy. They must also secretly love Captain Gatso. Cameras are put out of action, so in goes another order from the SCP. Blow up 1000 cameras, and thats another £40million worth of orders. it's all win win win!
The motorist
Pays for the lot!

don't forget suppliers of detectors and gps based systems.
You list police as winners on the basis of the ones who have decided to join the scamps, on balance I think the police service considered as a whole is a losers because of the alienation from public, that is no fault of 99.8% of people actually in the job.
