Government Freezes Funds for National Black Police Associati
Discussion
Government funding for the National Black Police Association has been frozen due to "inadequate financial controls and a lack of other financial management procedures".
The body's accounts are being studied for evidence of "improper activities", according to the Home Office.
"The auditors are completing a review of the accounts and if there is any evidence of improper activities that will be presented to our fraud team to take forward," a spokeswoman added.
The Home Office spokeswoman said issues had been uncovered while its audit assurance unit were studying the NBPA accounts.
"The (NBPA) cabinet were informed on April 2 that due to inadequate financial controls and a lack of other financial management procedures being in place, their grant and grant-in-aid funding for administration was frozen with effect from April 1," she added.
The NBPA, which represents the interests of black police staff and aims to promote racial harmony, received £180,000 from the Government last year.
The NBPA, a registered charity, has been primarily funded by the Home Office since it was set up in 1999. Its grant from the public purse has been increased year on year, more than doubling between 2003/04 and 2006/07. However, there are concerns over whether it has ever produced properly audited accounts.
The NBPA began an internal inquiry into how it was spending money in December. A statement published on its website at the time revealed that it needed to "improve the way financial transactions are decided, recorded and scrutinised".
New guidelines had been put in place, and independent accountants were being brought in to "advise and assist" on financial dealings, the statement said. But an ultimatum sent to the NBPA by the Home Office, dated April 4, reportedly sets out a series of conditions it must meet before receiving further funding.
The letter, obtained by Police Review magazine, demands a "full inventory of assets, detailing all purchases and disposals from April 1 2003 to the present". It also asks for "reasonable efforts to recover the assets disposed of without the authorisation of the NBPA". (copyright Police Oracle Weekly)
To BiB reading this, is the Polic Federation funded by the Government in the same way? If not, why is the NBPA allowed to be so, surely there are grounds for a complaint of Racial Discrimination here? Unless of course it's another example of "Positive Discrimination" which it appears "is okay".

Why is the NBPA even allowed to exist? Surely it is, by definition, racist and therefore illegal?

Because it's aims are to improve the lot of black people in the police force. You do not have to be black to support that aim.
It doesn't need to have "black" in the title to have those aims. In fact, those aims should be common to the police force as a whole.
The point is that the name "National Black Police Association" implies, rightly or wrongly, that it is an association for black police officers. That in itself can be construed as positive discrimination, racist and therefore illegal.

So HOW do they improve the lot of black people in the police force. Perhaps there are Black BiB on here that can explain?
It's basically a networking club, offering advice and support.
As it's a club, I don't have a problem with the name, any more than I do with London Irish RFC, or Bristol West Indian Cricket Club, etc etc.

Its aclub, but its centrally funded, why?
No idea, probably because the Government, and lots of us, want more black people to join the Police.
This might encourage them, or at least allay some of their fears about what it is really like. As I say, I don't have a problem with the BPA.
I await with interest to see what has been happened to the money though.
I used to be an assistant treasurer for the Federation and our books were audited annually by accountants and published as if we were a company.

Why?
Shouldnt everyone just want the best candidates for the vacancies available irrespective of race, colour, sex,Political leanings, etc etc
I guess it helps the police as a whole relate to minority groups. The benefit is both ways - the minority population has more faith in the police due to there being members from the same background as them, and the police get a different perspective on the minority community.

Yes. The best people should be taken on regardless of their ethnicity or any other diverse issue.
But...
...the Govt want the police service to be reflected on the same basis as the national mix of population. At the present time this is not the case. Positive action and not positive discrimination is the name of the policy that tries to address these issues. Positive discrimination is just as illegal as any other discrimination.
Anyone can join the BPA. Only those with diverse ethnic origins can have voting rights!
The Fire Brigade is under fire because the minorities can tot up additional votes on their national committee. For example, a gay, black fireman gets representation from his regional rep, his gay rep and his black rep. A straight, white fireman gets representation only from his regional rep. Fair? - Streaky
I'm neither biased nor PC. It is not uncommon to be both ... either way - S
