Who is responsible for this road?
Discussion
A mile or so away theres a dirt track that leads to a sports pavillion, and 'Urmston Meadows' - a popular place for horses, cyclists, walkers, etc.

The road is running south, behind the cemetary (to the right of the graves as you look at the image) and roughly in the direction of the river before turning west and running alongside the farms.
A hundred yards or so along is a sign prohibiting vehicles except for access (motorbike over car within red circle)
The road is in a dreadful state. In the first 20-30 yards its like a tank training ground, it smooths out a little bit but it isn't something you'd take a 4x4 over at speed. It isn't tarmaced, its just dirt/gravel/hardcore.
Since there is a roadsign on the road, would that indicate the council are responsible for maintaining it? If so, could I rightly complain at the condition?
