Mobile camera van not for speeding- am I OK

Zipped past a mobile camera van on the A13 today and thought it looked a bit odd- one thing that was strange was that it had no camera markings on it and it had a police car next to it. So I looked on the internet to try to find a picture of it and found this-

This is the very same van. I note from the article it says that it is used on the A13 and does not appear to be used to catch speeding motorists but to try to catch uninsured and for intel.

Does this mean that I am OK if I may have edged over the speed limit?

If it is the same van then it is for ANPR and not speeding therefore you will be OK.
