My man had a meeting today in Camden - purchased a parking ticket at 10am that expired at 11.20
Maximum allowed time is 2 hours

At 11 he realised the meeting may go on for another 45 minutes so went along and purchased another ticket what went from 11.10 to 12.10 and replaced the first.

Went back to the van at 11.45 and there's a parking ticket for meter feeding or something FFS!
Apparently he should have driven around the corner as buying additional tickets is not allowed (according to the lady on the phone).
Could this be appealed? How did the trafic warden know the exactly when the van arrived?
I haven't stopped swearing all day frown

I could understand the penalty if my man had stayed 2.01 hours but he was under the 2 hour limit anyway - just on two tickets. Is the offence one that he 'could' have stayed more than 2 hours?

Should we appeal saying we only had 1 ticket or that we had 2 but only stayed the correct time? The ticket was at 11.30

Meter will say on it something like No Return Within 2 Hours

You could wing it, saying you didnt but the success of that tack will depend on whether they took a digital image with the intial hour at the time of arrival.

it, give it a go...

Were both tickets visible? If not, the TW has seen the vehicle with the ticket that expired at 11:20 and has returned at 11:30 and found the vehicle (a) still there, and (b) displaying a new ticket.

The TW is unlikely to have observed the vehicle throughout its stay and so could not state that it did not drive away and return during the one hour and 20 minute period - assuming this is permitted ... which is unlikely. Of course, nearby CCTV could show that the vehicle did not move during that time.

On the other hand, if both tickets were visible at 11:30, the stated offence is clear but still subject to the "drive away and return" test and condition above.

The traffic warden issued the ticket after the expiry of the first ticket.

Claiming on only the first "one ticket" would change the offence to parking without a ticket. Claiming on the second ticket would run the risk of evidence being adduced (see below) that the vehicle had been parked them prior to the purchase of that ticket.

It is likely that the TW took a photograph of the first and second (and both, if both visible) tickets. The two hour limit is a maximum; a ticket was purchased for part of that period. Subsequent purchase was contrary to the regulations, despite being within the two hour window - the offence is therefore "feeding the meter".

If buying additional tickets is not allowed then it would have to say so on the meter, otherwise how would you know?

I think it says 'no return within 2 hours' although he didn't drive off and return as such.

I can't believe a whole industry is built up to rob people of their money like this. I'm so glad I left the UK when I did.

I was ticketed in Islington last week, for parking where the parking attendant told me I could park with an all day residents visitors pass. I had initially parked in a pay & display slot and put my pass on the window, I had no idea that the pass didn't entitle me to park in a normal slot, a nearby attendant told me I had to park across the road, so I moved the car. Later on he ticketed me, because only three of the nine parking slots across the road were residents bays. I had parked in the one exactly where he had gestured for me to do so, but it was the wrong type of bay.

Parking has to be controlled because there's more demand than supply. If there wasn't a time limit then someone else would have parked there all day and your man wouldn't have been able to find a place. If you don't fine people for breaking the rules then the rules might as well not exist. Despite the fines some people still ignore the rules and are fined all day long. If you have been fined under a rule that isn't made clear then you have been robbed, otherwise not.

But if he returned at 11:45 he'd not outstayed the maximum 2 hrs......

I agree. Clearly the system can't cope with people feeding the meter within the 2 hr period. Buying a second ticket in this case took the ticket expiry time past the 2 hr limit which would give the impression that the parker was intending to exceed the 2 hr limit. However it was only by 10 mins anyway so you would think that the meter maid would have used some discretion. If the meter maid can't use discretion then it has to be done by appeal.
I wasn't intending to defend every fine only the objective of the system.
I would expect to win an appeal.

Bottom line is, You had a valid ticket for the time that you were parked there.
Any monkey can change the time and date on their digital camera and then take a photo on which the time will be reflected as changed. These guy's are part of a private company who make commission on the tickets that they issue. You need to appeal against the ticket in writing within 14 days saying that you were legally parked in a parking bay and have a valid ticket for the time that you were there. Send that registered mail to them with a photocopy of the ticket. They are required to reply to you within a fixed time frame (I believe it is the same 14 days). When they reply completly ignoring what you have sent them just keep sending them back the same letter and copy of ticket. We had to do this 3 times before they gave up. It will cost them more to take you to court about it than the ticket is worth. Sorry about the long explanation. Stick to your guns !!!

Right, just seen the 'eveidence' on line - picture of the van, the parking ticket (can't read it), picture of the sign!

All of these were taken at 11.47
Second ticket was purhcased at 11.32 and expired at 12.22
As they don't have photographic evidence of the van being parked before 11.32 we've appealed on hte basis of having only one ticket.

If they want to mess about then so shall we. No doubt they'll find another image of the van being there before 11.30 but it will at least give them something to do for their money. The scum
