I was given a fixed penalty notice back on february 17th for going though a red light on a pedestrian crossing.
Three days later i handed in my license at the local police office as well as all other associated paperwork. They look over my paperwork, hand it back and keep both parts of my license saying that they will send them off to the DVLA to get endorsed being told to keep the ticket as proff of my license and to expect it back in 4-6 weeks. (this is the first time this has happened so not sure of the normal procedure but i hope it all sounds ok so far)
A few weeks later i send off the cheque for £60 to the address on the back of the ticket and wait.
The thing is i have been waiting ever since. Niether part of my license has been returned and after phoning both the police station i took it to and the number they gave me for the DVLA and being sent in a big circle between both numbers i have given up.
The thing is that when i go out i keep on getting asked for ID, which i cannot therefore produce and am also slightly worried about getting in more trouble for having no license if i am stopped again.
The DVLA or police wont tell me wheter the points have been added yet and are not being helpful.
I am posting to see if anybody can give any advise that allows me to get it back.
(sorry if this is in the wrong forum, if it is may one of the mod's be kind enough to move it for me, thanks)

You would be given a Provisional FPN at the time because you obviously could not produce a DL for inspection/seizure so that points could be entered for the endorseable offence committed.
When you did produced your DL to Police the FPN became a substantial FPN. Licence was siezed and with paper work it would go to the Fixed Penalty Department for the Force.
They are in liason with the Central Processing Office of the Magistrates Clerks Office of the Court area where the offence was committed and to whom the Licence would be submitted for the points to be added by CPO and then returned to the offender. CPO would inform DVLA of points awarded and as I understand the system they do not forward any Licence to DVLA unless a substantial period of disqualification (from Court) is involved.
One the Licence has been produced to Police then suspended period of enforcement kicks in - 28 days in which fine paid or NG plea entered. If no payment made/No plea received then fine can be increased by 50% and recorded at local Court as a fine.
So from this your Licence is somewhere between Police Fixed Penalty Office and Magistrates Court Office. Consider approaching the later to see whether they have received from Police FPN Office or it is lying about their office.
It is stated cheque sent at what could be outside the suspended period of enforcement which could be a reason for the dealy in returning Licence.

thanks alot DVD i am almost 100% sure that the cheque was sent within the allowed time. I recieved it on the 17th and got paid just before the 1st and sent off the cheque during that week.
I did put it through 2nd class though, will this make a difference? Do the same guidelines as NIP's apply e.g. 28 days + postage time?
If it is late in getting there how will i know about it?
I do have the actual ticket that they said i could use in the meantime as proof of a license but i thought that they became obsolete after a certain period of time.

28 day clock kicks in from time when Licence produced and handed over.
Your solution seems to me to be contact with Mags Clerks Office quoting ticket number. Their records should show whether they have received from Plod and thereby where the licence should be?

Don't know if this is of any use to anyone, but when I got done for making an "illegal" left turn, I refused to hand over my card license. I told the policeman that there is no need for them to have it, I'm travelling overseas and I need my licence. I eventually got my endorsed paper section back with a handwritten notation that the card license was not sent alongside the 3 point endorsement.
Nothing more transpired from this, so I imagine that if your offence is not a possible banning outcome then you can hold on to your card license.
