"adding that a lack of funding for local authorities was the main reason why action had not been taken".

Says it all really. Engineering from three E's means money to be spent not made as in Enforcement.

The actions to be taken to improve the road?
article said:
Better signposting, hazard markings and junction layouts could have a serious impact on the number of accidents...
We're told that speed cameras are always used as a last resort after everything else has been tried and has failed. But this article indicates that may not be the case. Instead, it indicates that these things have not been tried because of cost. Where does the truth lie?

Heard an interview on R5 live this morning with the Lancashire councillor responsible for this road.

Refreshingly, speed was not mentioned once smile

BTW, there's an article on the BBC website about speed past schools: http://news.bbc.co.uk/1/hi/scotland/edinburgh_and_...

The article says that the number of people speeding in 20 limits near schools shows that the zone was unsuccessful. A headmaster called for "Road bumps, signs that flash when drivers are exceeding the speed limit - I think they're far more effective".

Sadly, one of the local mothers indicated the level of misinformation that's been spread:
BBC said:
Moira Winning, who has two children attending the school, said the figures showed there was an accident waiting to happen in the area.

She said: "We had 50 people on that road speeding - that's 50 potential accidents.
If only people realised that every car that travels along the road is a potential accident if the driver is not giving sufficient attention to the task. If it were only speeding cars that were potential accidents then we'd be much more able to spot dangerous drivers.

You all remember a few months ago, the report that the govt wanted all local authorities to implement their 30 page report on bringing city centres to a crawl with pinch points, rephasing lights, bus lanes and that funds would be available for other schemes if they rolled over.Tons of our money if it suits govt brainwash, but NONE if it means road improvements to reduce KSI.Slime.

I don't recall them saying all other methods would be tried first, only that they should be considered first.

I know this road pretty well, cut my driving teeth on it when I was growing up. It is quite tough to drive. Very narrow in places, lots of blind junctions, junctions where you have to stop right after a blind corner to turn right, etc.

I can't imagine it making much of a difference if they try the cut the limits and over enforce approach. Most folks I saw on there are doing way under 60 anyway.

Having said all that, I'm surprised to find it rated as so dangerous. I can think of plenty of other roads with 'opportunity' for things to go wrong...

Is that like how a scamera van operator forms a prior opinion and 'considers' a vehicle to be speeding before pulling the trigger wink

On the West Yorkshire Partnership website (here: http://www.safetycameraswestyorkshire.co.uk/mobile... ) it clearly says:
WYpartnership said:
In addition, cameras may only be used where it can be shown that other highways improvement and road safety measures have been tried but have failed significantly to reduce the numbers of crashes and casualties.
I think that's pretty clear. Other actions have been tried, not just considered.

However, it's the same site that also states that...
WYpartnership said:
(lasers are)... used at an operational distance up to 2,000ft.
ETA: sorry, can't include square brackets inside a quote so had to change to normal ones.

Indeed. And her point surely proves that. After all, 50 people speeding should have resulted in at least 5 accidents minimum.. Yet, somehow they didn't........
