ANPR or Scamera?

Spotted an unmarked white van and marked police car parked together atop motorway bridge yesterday about 10.00am, on the southbound M1 just after the junction where the M1 feeds into the M621 from Leeds. Any educated guesses/anyone know?

I saw it myself coming in the other direction and had a good look at it as I approached and then in my mirrors after I passed. It definitely looked like ANPR to me.

There is an awful lot of ANPR going on at the moment. I live near Newcastle upon Tyne and there is a permanent police presence on the major trunk routes into the city, all ANPR. There has been a police car stationed on the A1 near the A697/A1 junction, a place where I have never seen a police car before, for 48hours solid now, clearly waiting for someone malevolent coming from Scotland...
