Well, traffic warderns were employed by the police, if that helps.

Mostly they're now PCSOs and parking was decriminalized for stalinist councils to look after.

Mmmm, just occurred to me...

If parking offences have been decriminalised, is the driver now responsible for fines as opposed to the RK? And the RK doesn't need to name the driver? I see another loophole, like the Tesco Parking issues.

Some Police Forces have Traffic Wardens, other areas parking issues are dealt with by the council. The fine is the responsibility of the driver (as they commited the offence) and as such both Police and council can persue the driver through the registered owner.

Traffic wardens were employed by the Police. Now, as has been said already, they can be PCSOs. But there are two kinds of PCSOs, there are traffic PCSOs (combining the powers of PCSO & traffic warden) and normal PCSOs.
Traffic PCSOs still deal with red route offences for instance.

Yellow line offences were decriminalised and councils now enforce them.
You aren't issued with a Fixed Penalty Notice (which was issued by traffic wardens) you are issued with a Penalty Charge Notice (issued by Council parking attendants).
Except for vehicles under a lease or hire agreement, the keeper of the vehicle is liable for the penalty charge, not the driver.

Is it not the case VON that only applies where LA's have applied for and been granted Orders under Schedule 3 Road Traffic Act 1991 and which in effect does decriminalise parking offences and thereby putting the onus on LA enforcement through issue of Penalty Charge Notices. Under this the RK is held responsible unless he names the driver.

In areas where no such Order exists the DYL remain a 'criminal' offence and enforced by Police/Police Traffic wardens and Fixed penaty Notices and as such can be heard at a Magistrates Court. here it is the driver that has to be established.

Right lash up at Scarborough a few years ago. They hadn't the Order by LA were issuing tickets. Had to repay when it was found they had no authority to do so.

Exactly so, our patch is going through this process right now.

The list of deficiencies in signing and TROs is being done and from what I hear it is a long one.

What's the betting they just ignore the "little" list and carry on regardless?
