what do you do...............

(and I'm sure this has been covered before but today it really has p****d me off)
..............when some prat is in the outside lane of a dual carriageway with what could be excused as having a stuck throttle (ie slow down for uphills, speed up for downhill) doing about 60 MPH on the flat bits, and absolutely WILL NOT move over?
I stuck it for about 2 minutes.

Agreed.
rsI have given up trying to 'educate' these people by flashing headlights etc, I just check it is safe and slowly undertake. On at least one occasion I have seen the driver do a slow head shake at me!
Of course, whilst they are shaking their head at my actions and talking to their passenger the next poor sod behind them contemplates the same manouvre as me...
They are probably not concentrating on what they are doing, so I'd give them a quick flash/beep to bring the their attention back to the task in hand, i.e. driving. Hopefully common sense will then tell them to move left. If they still refuse, then I don't know. Undertaking would be best avoided 'cos you can bet they'll happen to choose the worst possible moment to finally drift left - when you're in their rear left blind spot!
didn't know this actually.............
rule 242:
Do not overtake on the left or move to a lane on your left to overtake. In congested conditions, where adjacent lanes of traffic are moving at similar speeds, traffic in left-hand lanes may sometimes be moving faster than traffic to the right. In these conditions you may keep up with the traffic in your lane even if this means passing traffic in the lane to your right. Do not weave in and out of lanes to overtake.

Does this mean if there is someone in the right hand lane and they are traveling slower than you would like to be traveling in the left lane; tough luck? rule 242:

You're all too bloody polite.
A blast on the horn "to make the other road user aware of your presence" usually does the trick for me, with a friendly wave to acknowledge their having given way as I pootle past.
It is rare that this action provokes anything other than an acknowledgement from the other driver that she was not thinking about the job in hand.

Pity we do not have BiB on patrol I think hogging outside lane at slow speed when L1 empty - classed as "inconsiderate driving".
It would fail them a driving test
But so could undertaking. It would fail them a driving test

But it still inconsiderate driving to sit at low speed in outer lane when the rule to use L1 unless overtaking something or somethings even
Germans would use the CCTV to send stroppiest letter. It against law to prevent overtake on fast roads there
I think it one EU law which we really should embrace here

Well, ideally have a friend stick their head out of the sun roof, and empty a couple of mags from an AK47 into the general vicinity of the drivers area.
If they survive, they will have learned their lesson...
(at least that's what I'd like to do - but with our rediculous backwards laws, I'd be considered the bad guy!)

But how many cars constitute congestion, you may have an argument for calling it one car, after all the government seems to count all cars as congestion.rule 242:

Hypothetically speaking - I would tend to flash once, wait a couple of seconds, beep once, wait a couple of seconds then move to the left and cautiously move past.
If they have moved and there is nothing on the inside for miles then they are either deliberately being a c
t, or are so scarily unaware of their surroundings you are better off past them...

...which is the stupid thing about it all...more and more people are either blissfully unaware or are deliberately* obstructive (I get quite a few in the 'teg and the S2000, far more than I got in the Focus or the wife's cars...which suggests the 'deliberate' piece more often than not). Yet the coppers don't seem to care...

- WTF is it with these people - is it arrogance about 'posession' of the road, is it 'I'm doing the speed limit so no-one can pass', is it 'flash git in his sports car, I'll show him!!!'?!?!?
it's what the 'speed kills' message has instilled in peoples heads.
Stick to the speed limit and you're safe, regardless of whatever you do. You want to pass, so you're breaking the speed limit, so you're dangerous. You can't beat a bit of self righteousness! Been to Leeds today and seen some ATTROCIOUS driving. It was raining bery heavilty on the M62, so...... you should drive at 45MPH with your fog lights on in the middle lane apparently.
25MPH bellow the speed limit so very safe of course. It's us thats dangerous having to cross 2 lanes of trafic, then 2 lanes of trafic back again to get past.
