Parking wardens to get new power
Ben Webster

http://business.timesonline.co.uk/tol/business/ind...

Parking wardens are to gain new powers to fine motorists who stop briefly and drive away before they can be given a ticket.

The Department for Transport said that the measure, one of several new parking regulations due to come into force in March, would help to protect wardens from assaults by motorists and could also be used to fine drivers who simply drove away.

Under the present rules, a ticket is valid only if it is attached to the vehicle or handed to the driver.

A spokesman said that, under the new regulations, a warden would only have to start writing a ticket for it to be valid. The penalty could then be issued by post.

New guidance would encourage councils to cut congestion, “not make money”. The spokesman added that wardens should not be given targets for the number of tickets they should issue. Authorities would also be “discouraged” from clamping nonpersistent offenders but could do so if they wished.

Paul Watters, of the AA, said: “Wardens are meant to observe illegally parked vehicles for a minimum period but this will give them a short cut to issuing tickets.” He said that it would result in thousands of challenges by drivers.

"Oi! You! stop there and wait while I write you this ticket and take these photos and remonstrate with you for ages. Why? Well because you're causing a hold up by being stopped there..."

Give me strength.

I'm rather concerned with the thought that a warden may now be able to give you a ticket without having any proof at all that you were breaking the law.

Indeed!
All they need do is collect a reg number and a time and place, decide that your stopping was causing congestion and write out a ticket in their tea-break!
Totally ludicrous!

Very very worrying. How would you prove you WEREN'T stopped? It would be your word against theirs and - let's face it - if you've chosen to be a traffic warden, you're highly likely to be a grade one c*nt anyway. Sheer weight of numbers means the they'll write as many as they can and hope that most of them stick.

What the f!ck is this country coming to?

Do parking tickets still have that bit that says something like 'observed between (time) and (time). The warden fills in a space and says he saw the vehicle parked for 5 minutes.

In my experience, 100% of wardens were lying arseholes when it came to filling in this bit. You'd get a ticket after a minute.

Haven't had a ticket in so long it may have changed. Now it's probably something like...

"The driver sort of looked like he was possibly thinking about stopping, so deserved a huge fine anyway."

What really, really winds me up about this is that in my street which is right by the train station there are usualy 3 or 4 'wardens' around until 18:30 when the pay and display restrictions lift and then they all vanish. This means that when the real congestion starts, with people picking up from the station, and you have people parked over driveways, on double yellows etc there are no 'wardens' to sort it out!

Just shows that they're far more interested in ticketing people parked safely but who have overstayed by 5 minutes than those who are genuinely parked dangerously or causing congestion. Think I might write to the council actually.

Great. More power to a group of people who have consitently been shown to be a lying, aggressive, child raping*, bunch of s.

How the f'kin hell can I prove I was NOT parked somewhere? What is the difference between parking and "stopping to remove a small rodent from underneath my brake pedal"?

Will this be used to cut congestion? Will it boocks - this is all about revenue generation. I'd almost be willing to accept it if I thought that wardens that were shown to be crooked would end up in prison, and would their management...but we all know that the "dodgy" ones get a kick in the ass and nothing more.

Got there first!
False plates, false registration, park where you like for as long as you like - stick fingers up and get away with it. Appears to be the only sensible reaction to this plague of vermin.

Yet more persecution of the motorist in this mad country!

It wont be long til so many aspects of driving are prohibited that it becomes impossible to get behind the wheel without being prosecuted. Although I have no doubt that some member of our delightful government would love to see driving classed as a crime unless for the duty of transporting a government minister or official around.

Anyone that says parking enforcement is done to cut congestion is barking! The main cause of congestion in our town is the council! Bus lanes, narrowed lanes, blocked off roads, no entrys, one way streets, bus gates. Half the cars in the centre are tourists who have been driving around lost for 3 hours cos they cant get to where they want! When they get there and park up they then get ticketed!!!

Alas the chances of such a thing happening are so remote these days that people will continue to take the risk.

In a recent government survey over half the people questioned thought it 'extremely unlikely' that someone would get pulled and prosecuted for drink driving if they drove home from the pub over the limit once a week for a year!

In the Torygraph today there was a quote by an official that it would be up to the motorist to prove themselves innocent.

They won't have to take pictures either of the offences, so how many dodgy ones will just make up numbers to hit targets (which of course will not be removed).

A great plan with one possible tiny flaw.......

Tell us please VH, is there something going on here? why is the motorist being singled out for so many new laws whereby he can be found guilty with no evidence or recourse to defence? Even you must acknowledge this is ever so slightly disproportionate to the 'nature of the crime/criminal'

If I were going to give them a new power I'd give them the power of flight. Or mind bullets.

What they are being allowed to do is no different to what the Police have always been able to do in relation to the issue of tickets. The Police didn't have to wait 5 minutes to issue them either.

I wonder who'll be forst to post on PH after receiving a ticket for being 'illegally parked' while actually stuck in a queue of traffic!!!
