Streetly - Why so many Gatso's?

As subject really, usual cynical answers aside the entire Chester Road is dotted with them from Brownhills to Streetly then they just stop, does anyone know if there is a history of accidents/injuries or is the cynical answer pretty much the real reason?

Same reason some streets have lots of street vendors - lots of "passing trade"

I asked as I'm not sure I know of anywhere like it. It seems almost the entire 2-3 mile stretch is end to end Gatso.
