Can penalties be issued with only one police officer in attendance?
i.e i got pulled over my a single officer in a panda car on staurday for being on the phone fair enough my fault £60 fine 3 points
Surely if i wanted to contest it its my word against hers ? as there was no other officer to back up her story neither was there camera equipment in her car as it was a panda car.

Your right, it's your word against hers. But she is an officer of the law, and they will believe her over you. Not sure they'd go to the lengths of making your phone records available to prove it (assume NIP is time & date stamped).
To be honest, you've admitted you did the crime, so you gotta take the fine i'm afraid. Perhaps if you go to court and deny it, you internet forum posts may get used against you. Perhaps think about how ytou word your posts in future.
