I've still got my old style licence, it's currently clean, but got all sorts of biro'd in old penalties on it.

They want you to have a photojobbie when you change address to conform with eec agreements. Thus far I seem to have lost my pink item. It's here somewhere. When I find it rest asured I'll apply to have a photo item.

When I recently moved I had to get a new one (with photo). It took about a week to process - including post!

In answer to the OP's original question, having looked into it thoroughly, I can confirm the following: I dunno!

Not really. A new two-part licence is free if you're moving house.

My mistake, I do recall that they wanted a load of things like your birth certificate, passport photograph and all that should be sent via ups or a courier. I worked it out to be quite costly not to mention the risk of losing personal stuff.

I've just had 3 points added to my old style licence with has Sellotape holding it together.
