Dartford Crossing
Discussion
I couldn't find anything. They seem to be called "Crossing Control" and are run by Le Crossing plc. They won't need an exemption for the fitting of blue lights as that's arguably (see Mersey Tunnel) not a public place so RTA doesn't apply -- which makes you wonder what does (and what the white lines mean).
Dartford Tunnel Traffic Police. Same as Mersey Tunnel Police. Only have a remit to operate within the boundaries of the tunnel and adjoining roads. They have authority of Police from one side to turn at the junction on blues, but not the other side.
Trained accordingly. Escort Ab-loads through the tunnel, respond to RTCs. Not sure about enforcement.

A fellow obersver in the IAM I work with (Mid-Kent) works on Dartford Crossing; for his training he did the 6 week full on police driving course in Wales.
He has a blog about it online somewhere (will take a while to search for it but will try) but my goodness was I jealous!
Anyhow, trained they most certainly are
(and yes, their remite is only within very specific boundries).
