Do our lovely councils of the capital have the '14 day' rule to get these out to you?

Lambeth Council can off.

Why? What's different about an alleged traffic offence detected by Council CCTV as opposed to one captured on a Police or Camera Partnership device?

Firstly not all traffic offences require NIPs to be sent out, only a limited number.

Secondly, council enforcement in such a fashion is not going to a criminal court & is not a fine levied on the driver (it's not being dealt with as a criminal allegation such as those enforced by SCPs & Police). It's a penalty charge notice that is levied on the registered keeper.

So is this one of those de-criminalised parking things?

OK Thanks, that makes sense.

Do such penalty notices still have to be sent out within a 'reasonable' time?

There are quite a few offences that can either be dealt with criminally by the Police or as Penalty charge notice by the local authority. They can give you a PCN for offences such as parking on a pedestrian crossing, no left turn, no right turn, no u turn, box junctions , bus lanes etc etc.

But what constitutes a 'reasonable time'?
