does the 14 day rule apply to hand held laser traps?

I know the NIP has to turn up in 14 days if one is Gatso'd, but how about with a laser trap? There were 3 of them in high vis jackets, one gun, no vehicles. How does it work, does one laser you, and another "witness" it and note your reg? Or is there a camera involved somewhere? Do they have to stop you at the roadside?
