Would I be right in thinking this arises from S5 of the Public Order Act...?

And what, exactly, is the wording of the distress aspect of the offence...?

Yes, you're right - it's a penalty notice issued instead of a summons for an offence under section 5 of the public order act 1986

A person is guilty of an offence under section 5 if they use threatening, abusive or insulting words or behaviour, or disorderly behaviour, or display any writing, sign etc which is threatening, abusive or insulting...

within the hearing or sight of a person likely to be caused harassment, alarm or distress.

There's an old story about a bloke going into a Police station to make a complaint about an Officer. He approaches the desk, where he meets a big old bear of a sergeant, with less than 6 months to go before retirement.

"Can I help you?" asks the Sergeant.

"Yes, I want to make a complaint".

"Oh?"

"Yes - one of your Officers has just told me to f*#$ off."

"Well, why don't you then?"
