What are the green or blue cameras?

I've seen some cameras that look a bit like cctv, they are usually dark blue or green, mounted on a post and facing the road. Sometimes it doesn't even look like there is anything in the casing.
There are some on the A30 heading towards Staines from the Clockhouse Roundabout. Was just wondering if anybody knows what they are and what purpose they serve?
Not heard of anybody getting flashed as most people stick to the stupidly low limit on that stretch due to the Police setting up camp further down the road every now and then. During offpeak times the road is good for around 0.8 to 0.9 leptons, yet they have a 40mph limit!
