A412 Garston - mobile laser?

Two BiB (well, fluro yellow) on the A412 in Garston (north of Watford) zapping people with a hand held laser thingy. Didn't see any warning sign, although there has been a (small) blue "Police Speed Trap" sign on a lamp post as you exit the A41 roundabout for ages now.
