Neighbours son who has a few issues and for some strange reason his mum has asked me what they should do.
He cannot work due to mental health issues, he is under the local mental health team
In March he left his car parked with 2 wheels on the curb, as he was leaving a resident came out and told him he’d received a ticket but kids had removed it from his windscreen.
At the end of March mum emailed the parking office to ask if a ticket had been issued.
Today she received a reply, 4 months later apologising for the delay, but saying the fine is now £160!

Any helpful advice other than just pay up?

If mum emailed to ask if a ticket was issued, she must be willing to pay it.

Does she have a copy of the ticket? We had similar and the first we heard about it was when the registered keeper got the PCN through the post when it hadn't been paid within 28 days. Unfortunately if it's council enforced I don't think there's a time limit (like there is for private firms) so if you haven't got any paperwork for the offence (or you only got it 4 months after asking) then maybe worth an appeal on those grounds and see if they let you pay the discounted price.

Yes mum had offered to pay the original fine, her son is looked after by the local mental health crisis team.
It’s bonkers that they had specific timelines to escalate the cost, then take 4 months to reply.

Get the mum to join and post on https://www.ftla.uk/

It has taken over from Pepipo and they are brilliant. Follow the instructions on how to post (IE redacted copy of the letters) and they'll give advise/templates for appeals etc.

Ive used them twice (once for me and once for my sister in law) and both times it was sorted within days.
