If anybody is interested the situation in Essex clearly shows the way the anti car groups manage data, the revenue collection devises (RCD) where introduced in Essex in 2000 but in 1999 the number of deaths (110) had been very high (the figures for 1997 was 92 and 1998 87), much to every ones surprise the numbers fell in 2000. It did not mean any thing statistically, quite within the normal range of outcomes, but guess what they hailed it a triumph of the RCD in reducing deaths and serious injuries.
So they then had problems preparing the 2001 data, its difficult to see how this statistic would be hard to produce but I had an email from Kelly Fairweather the RCD publicity officer in November 2002 saying the figures where delayed.
Now we have the 2001 and the 2002 figures produced at the same time and guess what we have seen a 25.2 drop in road from 123 in 2001 to 92 in 2002. This is hailed a triumph for RCD.
But notice anything?? Yes the death rate is still higher in 2002 than it was in 1997 and 1998 before the RCD where introduced and the 2001 figure is much higher!!!
Actually the figures mean absolutely nothing they are well within statistical tolerance for the data and signify no meaningful tread. But did that ever stop the RCD brigade.

RCD - bollocks.

Ok Spn, look at this way, they expect to "catch" 4.5 million drivers next year, so they say.
Thats 4.5million multiplied by 60 for the fine =270,000,000 pounds.
Divide 270,000,000 by 25,000 for the cost of a camera= 10,800 cameras.
Thats if they do indeed spend all the money on the cameras.
Heres where the revenue generation comes in.
After all these other cameras are installed, how many drivers do they expect to catch then?
MILLIONS more!
But they wont need to spend the money on any more cameras after that, cos the revenue generation plan will be in full swing, and the money can go where they want.
Dont expect roads to improve tho!
So if after all these other cameras are installed, lets say they catch 8 million drivers at 60 quid a shot, thats 60 multiplied by 8 million= 480,000,000!!! Thats half a billion!
Small beer it aint mate, 480 million extra quid, tax free.
Even if they bought more cameras with that 480 mill, thered still be change.
So it is about revenue, theres NO other reason, and ive just shown you why.

I don't think they started as revenue creating cameras, but that's what they've become. The reason I say this is that this is now a vast industry with lots of people working for it. There are the people processing the tickets, plus the poeple doing the business plan, the people doing the spin, and of course the people sitting in the vans. This all needs money to run, therefore the revenue must keep coming. This is not an observation on road safety it is an observation on human behaviour. Turkeys don't vote for Christmas, and this lot just ain't going to pack up and go home.
Obviously it isn't just about revenue either, it is also about reputations. If it is seen not to work then the Government, the Police and every other road safety professional in this country will be seen to have sold the public a pup. Ergo it must be seen to work, hence the selective quoting of statistics.
Come on, chaps, if the cameras were just for revenue generation, they would not be banning all their best customers, now would they?? The police and courts aren't stupid, you know...
(Actually I hear that they ARE a bit worried that there might be a backlash from all these banned drivers, so they might actually offer "re-education" to speeders instead of a ban). funnily enough, this will generate more revenue...)

In Ontario, Canada where I live they government introduced Van mounted photo radar some years ago. The vans would move around the Highways (always staying within sight of a doughnut shop)and take automatic pitures of speeders.
there was a huge public outcry and at the next provincial election the incoming party had their removal as a part of the platform.
They won and we got rid of the photo radar.
The Gov't admitted that they were purely money makers and mostly caught out of towners who didn't know to listen to the traffic reports on the radio to find out where the vans were located at that time.
Keep up the protest - sometimes there is a G*D

I dont share that view andy me ol mate.
If we sit around all meek and mild, yes we will get fcucked, and in every orifice.
Positive, concentrated, sustained action is whats needed, then and only then will w*nker bliar and co listen.
Otherwise yes, we'll get well boned....whats it to be?

You are adamant that government motive is not revenue.
Maybe they are naive enough to believe obsessed advisors, but you can't escape the fact that this government is the age old socialist tax and spend outfit.
The Chancer of the Exchequer spends every waking hour scheming to bleed us dry of every last penny, preferably without us noticing what he's doing.
If you think he hasn't had a hand in this scam you, too, are as naive as the worthies in control.
