Simple answer SWA gland rubber boot cut down to size.

These home made SWA gland boots cover the whole wiper blade shaft

Gland boot, SWA gland and the cut to size boot

I'll take a better picture in full light tomorrow

I use to use two black plastic wheel nut caps. Fitted perfectly, cheap as chips and you always had spares if originals broke..

I have some similar to those grenpayne has linked to above, but found them from a packing and shipping supply company for $0.18 American (each) here in the states - that's about nine pairs for £2. Got a few pairs in blue, red, black, clear, and gray. Green and white were also available, but I felt those didn't suit my blue car.
