Car grounding - Help in Hants for susp setup and weighing

What would be the best place around hampshire to get the suspension setup and the car weighted. I am only after something suitable for road and fast road use.
The car as a tendency to ground on 4 bolts protruding from the drivers side (I assume the seat runners) but as it was an academy car it might need some lifting and the geometry checked.
In any case is there a good solution to sort those bolts without getting the angle grinder out?
Is it normal to have a 12kg lead weight bolted to the passenger footwell?

Thanks, I will give him a call, he is also the suggestion I had for servicing, apologies for the newbie question, flatfloored? is that setting the weight on all wheels or is there anymore suspension set up?
I am also planning on changing from the academy tyres to CR500 so might need to raise the car, not sure that is a job a can do myself.
