Aim for about 8ms or less, they say that 16ms is the very minimum you'd want, but all the Samsung LCDs will do 8ms and under..

Edit: I presume you're talking about Response times there though, refresh rate is not really something that comes into it, most games will be set to 60hz these days.

You can't choose your refresh rate for a TV, all HD TV's support 50Hz and 60Hz, and the next gen consoles support 60Hz for game play.

When we had CRT monitors on gaming PC's you had to have high refresh rates (80Hz, 120Hz, etc.) to aviod flicker but as flat panel devices are "always on" they don't flicker the same way so 60Hz is fine.

As Steve has said what you are probably looking for is response time (LCD) which is the time the LCD pixels take to change from black to white and back to black. Any time upto about 16ms is fine, which I think most decent consumer TV's can manage these days.

Some manufactuers claim response times such as 2ms, which is generally not a Black-white-black response times, but a quicker grey to grey times.

A 2ms panel will be fast, but not that fast, probably 6-8ms black-white-black.
