i think it's that cheap because they know people will download the new track and car packs, boosting the total cost to around £30. still a good buy though

But Argos won't see a penny of any spend on Live - so that's immaterial. Sounds like they've got a whole whack sitting and not shifting, so are dumping them to get shot of as many as possible.
New games coming, so shelf space needs clearing pending arrival.

i know argos won't see the money from dlc but if publishers are willing to sell games this cheap and make money later with extra content it can only be a good thing.

Nothing to do with the pubs - this is Argos selling at a loss probably to clear dead stock - unless the pubs have a mountain of copies sitting not shifting, in which case they'll be taking the hit.
