Pretty sure the answer will be that its nigh-on impossible to get a long enough exposure using hand-held. Also depends on what lens is being used - kit lens probably won't cut it. Also depends on how close the fireworks are - a lot of fireworks close-up will be pretty bright - from a long way back, the sky will be mostly black.
Go manual, shutter at the slowest that doesn't result in blur (depends entirely on the user), aperture as wide as it will go, VR on if the lens has it and ISO as high as possible without inducing too much noise.
