You're thinking of a big buttoned basic Doro mobile phone http://www.doro.co.uk/ which even my none-tech savvy OAP mum managed to use, they even fit a camera to the newer models though I'm not sure how good the camera is - we bought the basic phone only one!That's a bit like looking for a mobile phone that's only a phone!

There are a few sub £100 ones. Thanks. Still think it will be too complex for her but it will give far better pictures than the grainy rubbish her current one is giving. You know this but:
Almost every compact camera can be left in 'auto' mode, so the quality of the photo will be down to the quality of the lens & sensor, though a steady hand is essential.
You don't mention a budget? A friend of mine's mum has just spent over £2k on a compact. Just because they are a mum doesn't mean they have to put up with a crap camera!
RX100 mk 1 takes great photos in auto... no skill involved.
