I recently fitted new plates, if you specify ("standard" ie without an outline) you can easily cut 1/4" off each end (yes really, not 1/2" off one end which would look terrible). I used a Dremel motorised saw which I usually use for thick balsa or light plywood, the point being it has a very fine blade and leaves virtually no "flash", especially if you leave the covering on the plates while you cut. The plastic used in numberplates is easily sandable, I got an excellent result in 15 mins for the whole job including rounding-off the corners, the backing remained completely undamaged.
www.fancyplates.com/index.html do custom ones. You can specify the size, logo etc but still keep the font legal.
Edit to add: they also don't print any stuff at the bottom of the plate - unless you want something there.
