Sticking rev counter...

Just been into the garage to cast an admiring eye over my pride and joy and noticed the rev counter sat at about 1000 rpm, despite the car not running.
IIRC it shows the tick over rpm ok when running, but seems to have come to rest at this point when switched off... very odd! (sticky mechanism maybe)
Anyone else had this happen?
I'm not particularly concerned, just curious.

whilst that picture is on what is the best thing to get my leather looking blacker on the steering wheel it has a few scratches in the leather ??
i have leather renovators but they don't restore the bits that are missing
