Trailing arm shim bolts torque?

Hi all, quick question, anyone know what torque setting for the four bolts on each trailing arm where the shims go?

Whilst I'm at it, does the flat bit go at the top or bottom?

For anyone else wondering, the flat bit goes at the bottom, it was clear once I looked at the drum back plates.
