Does anyone know of a real decent panel fabricator either ali or stainless, or carbon fibre specialist to create a bespoke panel.

Carbon fibre . . . yes.
Wet lay not pre-preg so it depends on the complexity of the shape as to the finish.

I know of a company in Bristol who specialise in carbon fibre, they make all sorts of stuff from cf but they don't appear to make body panels. If you can't find anyone else it might be worth a phone call.
