Call me cynical, but does the article suggest the crash may not have occurred had the 'safety' camera van not been there?

No doubt IMO.I was so nearly shunted (I moved lanes because it was that close!) on the A31 when there was a van in the middle of the road and everyone around me braked and went from ~80-85 to 60.
Utter madness, as mentioned I moved lanes because I was sure the car behind was going to hit me, it was lucky the inside lane was empty!
Not good - closing the A338 from Ashley Heath to Cooper Dean in both directions caused gridlock across Bournemouth.
Took me over an hour to get home from Matchams Lane to Queens Park.
Can only assume he came over Cooper Dean flyover at a rate of knots - saw the camera van, braked hard and lost it into the Armco...

Best not to jump to conclusions. Could equally well have been a dozey driver or a mechanical issue.
The stretch of road between cooper dean and blackwater bridge does seem to have far more than its fair share of incidents. Many are not related to the tricky southbound slip from blackwater. Apart from that particular slip, the road doesn't seem that bad. Odd.
Will be interesting to see if the speed camera van has an undue influence.

As an update,
I have heard that yes, speed was a factor in this accident.
Going to fast, clocked the scamera van and braked too hard.
Came off, and slid into the crash barrier, resulting in him losing an arm and a massive side wound.
Police are not investigating the van as they said that is was not directly involved in the crash.
Well.....thats ok then.

Needless accident.
At that distance on a motorbike, you are immune from the camera anyway as you have no front plate.
I know this stretch of road and the Scamera location very well and we can say two things, he was either absolutely flying and/or was completely ham-fisted in his application of the brakes.
Id be inclined to blame rider inexperience. It takes some nerve but spotting a camera when motoring on a bike, requires a cool head. Panic braking will see you down the road or a bonnet ornament.
Being a local there are a number of rumours flying around. One being that the guy finished up a whole carriageway from one of his limbs, the other that noone in the camera van bothered to surface from its confines for the entire episode. Im lead to believe that a Fireman reported their conduct (or lack of it).

This reminds me a bit of some film I saw on a Police, Camera, Action type of programe. This was taken from a camera van on a bridge over a dual carriageway. A car approaches, apparently over the limit, brakes hard and dissapears into the bushes to the right, luckily not hitting anybody (quiet road at the time). There are two conclusions here, depending on your viewpoint, one that he was speeding and the camera stopped him, the loss of control being entirely his fault, or two, that the van caused the accident. If it hadn't been there the accident would not have happened. I wondered what would have happened if he'd taken somebody out as a result. Anybody know of any figures that exist for accidents that happen in the vicinity of these vans?

True. And looking closely at the picture, it could be a scooter (at a squint), which means speed or erratic braking or even the speed camera are unlikely to be a factor at all. But I do object to scooterists being referred to as "motorcyclists" in the press (though that makes it no less unfortunate that there was a death). And a machine the size of a bicycle that tops out at 50mph shouldn't be allowed past the Cooper Dean roundabout northbound anyway.
