Ha a similar problem when my daughter passed her test and eventually just decided to add her to the missus car.
Low insurance group cars are very keenly priced purely because of this - I think it is Parker's who list all cars by insurance group so you can enter group 1 and it will tell you what cars are within that etc - blinkin difficult to then track them down!
With a budget of £2.5k to include insurance, assume you are looking for a £100 car ??
