stalker - how to check owner of car?

A friend of mine seems to be getting stalked by someone, sitting up the bottom of their drive, reversing up & down the drive, disappearing then back 20 minutes later. They've have just moved & are bit concerned. They have the car model and registration as the person is making it obvious what they're upto - is there anyway of checking who owns the car other than alerting the police?

pretty much every police car in scotland starts with sf on the reg. What has SF got to do with it?
I crapped myself when I saw a black 5 series race up behind me with sf reg but turned out to be a family in it so not all sf cars are police cars.

Surely it's just wherever the cars registered to for that area?
It is possible to make an application to the DVLA on their form and paying their fee to enquire who the Registered Keeper of car is for specific purposes. I would suggest the reason is possible civil proceedings for a non harassment order and interdict.
May take a week or so t get info, but says only who the keeper is which could be different from the owner or driver.
Personally, i would call the police and have them stopped or cause their car to be 'blocked' and ask them politely and calmly who they are and what they are doing, whilst filming them! Preferably with big Andy taking the pics! Remember there are quite a few cops on the Scotland forum, so possibly a full reg number and description, could possibly see some enquiry made!!!
