Shame it's 18m down, an access ramp won't be cheap, neither will getting an opening through 10ft of reinforced concrete mind!

I also had the access ramp idea for turning it into an underground garage but the guy above is right, it wouldn't be cheap!

Provide museum style visitor access to some of it and use the proceeds to pay for the access ramp?
