I've only driven my car a few times since last September, and i noticed the temp guage hardly moves.
It had a new radiator fitted last year etc.. Admittedly it's cold at the moment, but it used to move up to 80> no problem. It now moves to just about above the bottom white square..no more?
Do you think it could be the thermostat..stuck open or something?
I haven't checked the pipes hot or not..but will.

If you leave it idling after a drive it'll soon warm up - even with a stuck or missing thermostat - let us know what it reads then.
It might be a bad contact in the sensor wire - any extra resistance there will decrease the reading. Try cleaning the contacts up - it's the one at the front of the intake manifold.

Most important (and sorry to state the obvious)I take it you have checked the coolant level? Even if the expansion tank looks OK check the front pipe from the top of the rad as well just in case there is an air lock. No water means temp sensor has nothing to measure.
However this does sound like a classic case of thermostat stuck open which is very cheep and very easy to replace. If in doubt replace it anyway. I believe the Rover recommended one is 88 degrees and you can fit one rated at 82 degrees, but according to the 'bible' TVR use a 74 degree one that has a bigger valve for increased flow.
From personal experience having tried all 3 I'd recommend the 82 degree one as the 74 did run that much cooler but reading various books this would suggest that the engine is not as efficient as running at the mid 80's.
Also from experience make sure the thermostat you buy has a tiny vent hole alongside the main valve as this makes filling / getting rid of air locks MUCH easier.
