Wedge front wishbone torque

Happy New Year all (for later).
Quick question hoping someone may have the answer?
When fitted with the poly style bushes are the front wishbone bolts supposed to be tight or are the slightly backed off to allow movement? When I fully nip them the wishbones are bloody tight to move, I suspect they will be ok with the weight of the car on but they do feel a bit iffy with them just fitted to the chassis ( body off, enngine out).

Should be done to 50-60 lb ft, and set with suspension at ride height.
