More petrol tank questions

Morning all
Does anyone know how the petrol tanks are made? I have a broken fuel return connector which i was going to replace with a silver soldered brass tail but looking at the tank i am not sure if the main body to sides aren't formed round then sealed with solder, until i clear the paint and rust off it is hard to tell but i can see no evidence of weld.
Also on the wheel side of the passenger tank there is a blocked off pipe, what is it for? The plug came off it once and fuel flowed out!

The tanks are resistance welded together, with a small amount of soldering just above the uppermost pipes where the welder wouldn't fit.
The pipe you mention would normally be the low-pressure return from the fuel rail, feeding warm fuel back to the furthest point from the tank outlet.
