Someone at the meet yesterday spotted that this bolt was loose. Should anything be attached to it?

Although it is loose, it feels "sticky" like it's been put in with sealant. Any reason why I shouldn't just replace it with a stainless one with a fibre or copper washer?

Not sure, haven't taken it out yet. I want to know if it was anything important first.

They are blind holes (or should be!), think they were used for securing bracketry for cruise control.. or something of the like.
