Focus zetec fuel problem?

Having bought an 04 reg 1.25 zetec last month for my daughter, with 13,000 miles on the clock and good history, it seems there maybe a problem with the fueling of it.
Apparantly while running there is a vaccum being created in the fuel tank, and over reving of the engine.
Is anybody familiar with the problem and what the cure is?
