Ford Fiesta - bad cold starter

Partner has a low mileage good condition, well maintained 13 year old Fiesta. On cold (around freezing point) mornings it occasionally doesn't start and gets flooded.
I have replaced the battery with a good quality high capacity one and replaced the spark plugs but still get the issue now and again (maybe twice per winter).
I wonder if the plug leads are getting damp due to their age and wondered about replacing them. Or could it be a sensor or something else?
Where would you start? tia
