Anti Lock Brakes - legal requirement from 2004?

I was reading a review of a new small car to hit the UK market. The company (Perodua?) had been debating whether to launch it in Europe or not - as it required considerable reworking to include extra airbags and ABS. In the article, it said that all new cars on sale in Europe from 2004 onwards HAVE to have ABS.
This is the first time I have heard this and wondered if anyone else knows about this? This would have an interesting impact on TVR if it included them too.
Mind you, I thought it was now a requirement for all new cars to have the third (hi level) brake light. I notice that the new T350C seems to be lacking in this department and as yet does not have one (unless I stand corrected).

I did a quick search on the 'net, but the only reference I could find was a draft directive (search for ABS) that appears to outline a voluntary code which states that manufacturers will fit ABS to all vehicles by 2003 and daytime running lights by 2002! Could be that I've misinterpreted it though.
I also check on the goverment's own motoring site but the only mention of mandatory ABS on there was for artic trailers.
Looks like TVR may be unaffected after all.

£60..! Any company that pays £60 for a third brake light would be financially ruined!!!!
You'd be surprised how little the things cost... trust me.
Podie - you are right of course. The Hella unit that TVR use, if purchased from a TVR dealer is about £60 notes. Probably cost TVR less than a tenner. More the reason why I'm surprised that they have 'em on Tuscans and Tamoras - but not T350C. Weird really.
I agree that people are annoying for keeping their foot on the brake rather than using handbrake. Especially so on those dark wet winter days when stuck in a jam on a motorway. But then fog lights annoy me to. Not to mention white vans and 4x4 drivers who want their 'commanding position' - but means the rest of us can't see! That's why I overtake them at every available opportunity

Well, it was first day back to work after the Bank Holiday. And, I hate being ignored.

I dislike anti lock brakes. I have never been in a car yet where they havn't cut in too early (notisably increasing stopping distance).
Remember they do not cut stoppong distances unless you lock the wheels up all they do is allow you to steer round an obsticle instead of sliding into it.
I'm not against them I'm sure they are great in wet conditions and emergencies. Perhaps its only cos I havnt driven expensive performance cars with good systems that are set up differently.
