Can anyone advise on where to find a suitable tube for sleeving over the 38.1mm outrigger tube?

Do you meaning inserting the sleeve inside the outrigger bore, . l don't know the bore measurement to hand, but get a vernier caliper measure bore then get some pipe the same diameter. The trick is to make it into a split bush by hack sawing through on side of the wall so it collapses slightly smaller and is a snugg fit inside the outrigger tube. Is this the answer you were after?

I was hoping to find a larger diameter tube that fit over the outrigger tube?

Next "standard size up is 40mm so would only give a 1mm wall thickness, next size after that is 45mm. as far as I'm aware, guess you could slit lengthwise, clamp down with jubilee clips then weld along length as well as the ends?

(other sizes possibly available in high quality engineering/hydraulic quality tube)

Sleeving over chassis tubes sounds a bit odd? why not cut out rot and replace with correct size tube and sleeve on the inside for added strength at the joins?

Is there not a danger that if you sleeve OVER the tubes, the body won't fit back on over the (wider) outriggers?

I guess then the answer is to sleeve internally, I just thought it might be stronger externally, like on the tuscan challenge roll cages.
