Your best bet is to buy the outriggers ready made. They will come with that tube already fitted. All you do is fit a suspension bolt and the insert from an old (or new) suspension bush and tighten up. This will corrctly position things before welding everything in place.

The outrigger rail sits about 6-8mm higher than the bottom of the chassis rails.An offcut of laminate flooring makes a nice spacer/gauge.
An S is much higher than that being about 30mm.
