Not strictly true, you are correct in the definition of classes, but not to say they never get put back on the road after being classified thus.
I used to be of the same belief, until a while back on here it was explained that indeed written off car's that shouldn't be used again, in fact are.

They are rubbish seats anyway, no lateral support and get in the way of your elbow turning left.
