Citroen Relay handbrake

Hi all I've replaced the brakes shoes and drums for my 2012 Citroen Relay I've adjusted them to Citroen workshop manual recommendations but it's failed the MOT twice now
I'm stumped anyone got any advice?
It's a crap design by the way

With OEM parts ? or aftermarket ?

What % efficiency rating is the handbrake reaching ? vs what it needs ?

How did you adjust them?

To what constraints?

I ask because (for instance) BMW said 6 clicks off for an e39 handbrake & anyone that has done that will know that it won't hold the car on level ground.
