As title - can this be repaired or am I buying a new tyre?

No official tyre place will do that repair in that location.

I agree, but I've plugged them myself with no issues.

Let's face it, a nail that size will not harm the construction, and in some cases people could drive for thousands of miles with the nail/screw and be blissfully unaware of it until it is probably flat or TPMS alerts them

Indeed, much too close to the shoulder

Besides that, its in a tread groove so very little depth of carcass to work with.

I'd plug it myself if it were mine, but, i'd want to have the tyre off first and see what if any damage the nail has done to the internal sidewall, might be a 1/2" jobbie barely through or it could be a 4" nail which has been gouging a semi circular groove out of the inner wall with every revolution.

That clasp nail shown will not be short.
