Odd marks on lacquer when washed?

This was one of tbe weirdest things that's ever happened in my sad little diy painting life.
Had a carbon fibre front mudguard on the front of an old sportsbike i'm restoring.
There were a few cracks/splits in it, resin peeling off etc, i thought sod it i'll try and fibreglass repair the damaged parts, went well, rubbed it down, primed it, black 2k basecoat and lacquer top coat.
Left it to harden for 2 days, fitted it to bike and after fitting gave it a 'very' gentle sponging with warm water and a small amount of washing up liquid.
After a few minutes i went back to it and it looked like it was covered in dust and where a drop of water was lying on the surface it went cloudy?
It looked ruined! It actually looked like hundreds of pin head sized bits of primer you seen through the basecoat and primer?? Decided to hit all over the paintwork with a hairdryer for about 20 minutes, it's now perfect again??? Weird?
Here's the finish i got, it turned out fantastic but can anyone say what happened??
